“Introduce a ban on the export of light distillates, jet fuel and diesel fuel, gas oils, toluene, xylene, and petroleum bitumen from the territory of the Republic of Kazakhstan outside the customs territory of the Eurasian Economic Union for a period of six months from January 1, 2025,” reads the draft order of the Ministry of Energy.
The Ministry explains that the country has seen an uncharacteristic increase in fuel consumption and a corresponding decrease in residues.
The ban on the export of petroleum products outside the EAEU will load the idle capacities of Kazakhstan’s refineries and, accordingly, reduce the deficit of motor gasoline in the country. In their opinion, this will help to fulfill the conditions of duty-free deliveries and eliminate the re-export of imported petroleum products until the formation of common markets for oil and petroleum products of the EAEU.
