"Create a commission for a tender for creation of a general plan of Turkestan development as a cultural-spiritual center of the Turkic world," reads the message.
"The central sate bodies and the local state bodies of Shymkent and Turkestan region must provide uninterrupted and effective functioning of appropriate local state bodies and organizations," reads the document.
According to the order of the President, Shymkent got the status of the city of Republican significance, Turkestan has become a regional center. The South Kazakhstan region has been renamed into Turkestan region.
